Young Filmmaker International Festival - 2nd edition

The 2nd edition of the Young Filmmaker International Festival will be held in Rio de Janeiro in November 2011, giving awards for short films made by children and young people from across the world, in fiction, documentary, experimental and animation categories.

RULES

Objectives
The aim of the festival is to promote debate on children’s issues, with discussion of contemporary educational concepts and values related to cultural diversity, by means of a panorama of audiovisual production created by children and young people from throughout the world.  

Eligibility

  1. Short films submitted to the festival must have been made by people between the ages of 8 and 17 (as of December 31st, 2011).
  2. The films’ actors do not have to be children or young people, but the films must reflect the opinions and thoughts of the children and young people involved in creating them.
  3. Young people of different ages may work together on a short film, provided that all members of the group are from 8 to 17 years of age. In this case, the category in which the film will compete will be determined by the age of the oldest participant.
  4. Educators, teachers and instructors may guide young contestants in terms of technical support, equipment hire and production, although they must not interfere in the creative process.
  5. Children with parents on the festival jury are banned from entry.
  6. Films in languages other than Portuguese must be accompanied by a dialogue script in English or Portuguese.
  7. The films must be submitted on DVD NTSC 720x480.
  8. The films must last at least one minute and at most ten minutes, including the titles and final credits. The films may be one of three genres: fiction, documentary, experimental or animation.
Registration
  1. Registering with the festival is free.
  2. The registration form which is available on the festival’s website www.pequenocineastafest.com.br should be fully completed and sent to contato@pequenocineastafest.com.br . After sending e-mail must be printed and signed, including the co-signature of parents or legal guardian and mailed to the Werger Pro´s postal address.
  3. Together with the registration form, contestants must submit the following items:
    • copy of the short film on DVD NTSC 720x480;
    • CD containing 2 stills from the film, 1 photo of the director, a synopsis and a dialogue script in Portuguese or English.
  4. The name of the contestants and the film’s title must be written in an appropriate kind of pen on the DVD and CD. Note: Do not stick any label, tag or sticker on the DVD or CD.
  5. The cost of posting the material, and any related taxes or charges, will be the sole responsibility of the sender.
  6. The festival organizers assume no responsibility for any losses or delays in the sending of the material, or for CDs and DVDs that are damaged or incorrectly recorded.
  7. The festival organizers will not return the films and other materials submitted. These will become part of the Festival’s archive and may be used for non-commercial purposes.
  8. The festival organizers will only accept registration forms and film materials that are posted no later than July 5th, 2011, using as evidence the date of posting.
  9. The confirmation of receipt of entry will be made via e-mail.
  10. All information written on the registration form, as well as up to 30 seconds of images from the films, may be published and displayed on the festival’s website (www.pequenocineastafest.com.br).
  11. The participant authorizes the placement of pictures, sounds and images from the film included in all print and electronic media to publicize the Festival.
  12. Contestants should inform the festival organizers if their contact details change at any time between the submission of their film and the announcement of the winners.
  13. The films should be clearly marked "For cultural purposes only, no commercial value".
Free consent and copyright
  1. The registration form must also be signed by the parents or legal guardian of the participant.
  2. The rights to using the images and voices of people who appear in the films, the songs used on the soundtrack, and any brands and patents possessing copyrights that are used in the films, are the sole responsibility of the contestants.
Use of short films
The creators of the films submitted to the festival authorize their use by the festival for non-profit-making purposes, in any format that they consider suitable in order to promote the festival’s educational objectives.

Jury
The jury will be composed of 10 children with backgrounds representing the different regions of the state of Rio de Janeiro and its varied socioeconomic classes, together with the festival’s education coordinator and a representative of the audiovisual market.

Submitting a film to the festival implies full acceptance of these rules.

Notification
The films entered for the Young Filmmaker International Festival 2011 will be notified of their selection by e-mail from October 1st, 2011.
